Question 1. I use a laptop running XP. My question is can I run 2 different USB to Midi interfaces at the same time. I am curious as to whether I could run Cakewalk on Interface one and say Powertracks Pro on Interface two.
Question 2. Would I be able to Run Powetracks Version 7 on Interface one and Powertracks Version 10 on Interface two?

I would not be playing both sequencers at the same time but would like to be able to switch back & forth occasionally.

In theory, at least, it should be possible to have two MIDI applications loaded if, as you say, they're using different interfaces (drivers) and, critically, you're not trying to run them simultaneously. If they're running simultaneously which application provides the MIDI clock? I've tried having two different sequencers open at the same time (not your ones), pointing at different MIDI interface drivers, and that seems okay on my system. They both function okay running one at a time. Whether you can run two instances of the same program, albeit different versions, I'm not sure. The answer is give it a try I think. But I suppose that's why the VST plugin sytem was devised so that one application could be the "master" and other program modules could "slave" to it. Best regards, JohnG.
